Animal Policy and Notice

Policy Statement:

The Animal Care and Use Policy (“Policy”) of the University and its implementing Standard Operating Procedures (“SOP”) were developed to be consistent with federal laws and implementing regulations including, but not limited to;

• the Animal Welfare Act (7 U.S.C. §§ 2131 et seq.) (AWA);
• the Animal and Plant Health Inspection Service, U.S. Department of Agriculture (9 CFR 1);
• Health Research Extension Act (Public Law 99-158);
• Public Health Service Policy on Human Care and Use of Laboratory Animals (PHS Policy) as administered by the Office of Laboratory Animal Welfare (OLAW) of the National Institutes of Health;
• and the principles set forth in the Guide for the Care and Use of Laboratory Animals (GUIDE) as published by the National Research Council (1996); and Occupational Health and Safety in the Care and Use of Research Animals as published by the National Research Council (1997).

The Provost is the Institutional Official responsible for assuring compliance with the federal regulations, and for overseeing the implementation of the Policy and SOP. The Institutional Animal Care and Use Committee (IACUC) is responsible for review, approval and monitoring of research, training and education activities utilizing vertebrate animals by University personnel on or off-campus.

The Office of Sponsored Research and Programs is responsible for assisting the Provost and the IACUC in implementation of the Policy and SOP.

Notice:

Individuals can report concerns about animal care and use at the institution through written notification of the Office of Sponsored Research and Programs (OSRP). The Office will notify the Chair of IACUC of the concerns, which will be reviewed and resolved in a fair and expeditious manner.

All concerns are reported without penalty or fear of reprisal.
